I used all of the small icon stamps - gingerbread man, reindeer, star, Santa hat, candy cane, and ornament, Christmas Around the World Designer Series Paper, and the soon to be release 1-1/8" Scalloped Circle Punch.

Oh, yes! Scallop punches are coming back in the 2017 Occasions Catalog! There will be 2 sizes - 1-1/8" and 1-3/8" - great sizes for layering!
To create the rosettes, I cut a 3/4" x 12" piece of Christmas Around the World Designer Series Paper. I used a variety of the patterns, but you can use all of the same paper. Rosettes are a fab way to use scraps or use up the last bits of Designer Series Paper.
I scored each of the Designer Series Paper strips every 1/4" on the Simply Scored Board. Then I accordion folded each strip and secured the ends with Tear and Tape.
To secure the center of the rosette, I used a low-temperature glue gun and a 3/4" circle of Garden Green cardstock on the front and on the back of the rosette. Hot glue is better in this case, I think. It is quicker to dry/cool than regular liquid glue.
The front of the rosette is decorated with a 1-1/8" scalloped Garden Green circle and a 1" Whisper White circle with an icon stamp. There is a hint of Clear Wink of Stella on the hat brim and pom pom.
A decorative wooden toothpick is attached to the bottom of each rosette to insert into each mini cupcake. Be sure to secure the toothpick to the back of a mountain fold with strong glue like a low-temperature glue gun or liquid glue. Adhering the toothpick to the back of a mountain fold creates a little pocket for the toothpick to nestle in.
